The websites have not all been updated with the new info, including that the charge is €20, but the official announcement is that ETIAS will not be required until sometime next year.

In this youtube posting, The Frenchies suggest that you might want to renew your passport early, depending on when it expires, because the ETIAS lasts for 3 years or until your passport expires, whichever is sooner. The approval is supposed to take a maximum of 96 hours, though, so I'm not so sure that avoiding another €20 charge is worth worrying about.
