New "Secure 3D" Credit card system in Europe supposed to be same as new "Verified by Visa"

About to take RS tour and been reading forums. Seems to be people getting US Credit Cards refused (before their Bank even sees transaction) when they try to make purchase online (not when physically using card in machine in Europe). Other people claim the new "Verified by Visa" on the cards make them work for these kinds of purchases. (other people seem to disagree)

You’ll notice Verified by Visa when a message box pops up on screen after you’ve entered your Visa card details.

This is your bank communicating with you directly. You’ll see the personal message that only you and your bank know. (It may be a message that you gave to your bank when you signed up for Verified by Visa).

You are then asked to identify yourself either with your Verified by Visa password or a code sent to your mobile phone. What you need to do at this stage varies but your bank will tell you about the method they use and what they expect from you.

OP: Looks like the bank gets to do whatever it chooses for the implementation.

Verified by Visa works on the three-domain secure (3D secure) protocol. The three ‘domains’ are your bank or service provider, your customer and Visa. All three are connected during the online checkout process to provide more secure payment.

So, takeaway.

  1. Only affects online purchases (not using card ) at machine
  2. If "Verified by Visa" on card then supposed to work with new "Secure 3D" protocol => Who knows?

"Verified by VISA" seems to be a new logo. It's on my newer Chase card but not my older VISA card. Don't know.

Should have mentioned: I got involved looking at this when the Borghase Gallery in Rome declined my Chase "Verified by VISA" card.

Went down that rabbit hole trying to get advance ticket for my free days. Finally remembered I'd signed up with Paypal and linked one of my old cards to it, no problem. IIRC, this was the TicketOne site there.

I have used PayPal a few times to get around difficulties with European websites. I make sure I am charged in euros, etc., if that is an option, but I'm not sure PayPal isn't taking me to the cleaners in some manner. I have consciously chosen not to look under that particular rock since I only use PayPal for international payments when the other options at my disposal have failed.

Yes, (some) money is worth time/hassle. Was for me. Sincerely wished Borghase Gallery charged more but made it easier. But maybe since it's a "public resource" they don't want to make it for only (relatively) rich people. Don't know.

@RobertH: Your 'takeaway' needs to be modified. On 22 February 2019, I purchased TGV tickets on the OUI.SNCF website and my transaction with a Chase Visa Card went through successfully ON THE FIRST ATTEMPT after I called Chase Card Services and alerted the customer service agent that I was going to make the purchase. As I mentioned in other recent posts on this topic related to Capital One cards not working with 3D Secure, the notation on my email receipt from Oui.sncf was that the transaction was "Processed in 3D Secure Mode" with a box next to it containing icons "Verified by Visa" and "Master Card Secure code". However, I was NEVER asked to enter any code or identity myself to "Verified by Visa" when I entered my credit card info. Whatever the Chase Card customer service agent did when I spoke with him allowed the transaction to be successfully completed. So, I KNOW my CHASE VISA CARD WORKED WITH THE NEW 3D SECURE MODE. Those are the facts. I don't know why some folks on this Forum keep saying it won't work or can't work for any American credit card, Maybe the case for Capital One, but not for Chase.

@Robert Yes. That is what I was seeing in the reports about sometimes the "Verified with VISA" logo on the card (like it is on the Chase card) sometimes seems to work with the Secure 3D protocol. The website I linked certainly said it was supposed to. But, like my Chase card, it may take more than one step to get it to work. But, as you found with your Chase card, it can work. Eventually.

@Robert: Actually, my Chase card worked immediately, not eventually. Specifically, the card I used was the Marriott Rewards (now BonVoy) Visa, which is an awesome card, and not only because it conquered the 3D Secure System the first time.

Seems like a conversation with a customer service agent doesn't mean "immediately" but perhaps I misunderstood.

@Robert: Please let me define "immediately" for you, since you seem to be puzzled. When making a foreign transaction with an American credit card, task number one is to call the credit card company to alert them before making the on-line purchase. After they do whatever they do to ensure that the transaction will go through, you make the purchase. If you don't have to enter any secret codes or passwords, and it works the first time that you attempt to make the purchase, that is what I refer to as "immediately". In other words, a successful transaction that occurs pretty damn quickly without a hitch. Get it now?

I let BofA know that I will be in Europe and using their credit card so as it won't be blocked.

With Capital One i don't bother to inform them that I'm going over...no need to. Capital One has never blocked my credit card ever in Europe, whether I previously informed them or not. All the transactions went through.

Forgive me for resurrecting an old thread, but just wanted to share my recent experience.

Tonight, I was trying to purchase tickets for a concert associated with the Ljubljana Festival using my Chase credit card, which had previously been set up to use Verified by VISA. For my pay option, I chose the "VISA 3D SECURE" option. My browser went to a Verified by VISA window and then I got an error message from the website. I called Chase and talked to a customer service agent. She said that Chase had rejected the transaction, but (after confirming my id), she said she was going to approve the card for 24 hours for that site. She had me run the transaction again while she was on the phone; the Verified by VISA window again popped up; this time, the transaction went through without any trouble.

So... Verified by VISA should satisfy the 3D Secure requirement, but your bank may still reject the transaction and may need to "flip a switch" to allow Verified by VISA to work.

Interestingly, the Chase card worked last year for 3 similar purchases from German websites using 3D Secure without having to call. Not sure if the difference this time is that Slovenia is outside my prior area of spend or if Chase has changed how it approves things.

By the way, KUDOS to Chase customer service reps for rep #1 sending me to someone knowledgable on the issue right away and rep #2 staying on the phone to make sure the transaction processed correctly.
