We could use some insight, please.
This spring we will be going to London, The Netherlands, & Belgium.
Once in Europe, our travel will be by train, tram, and foot, and are wondering what to wear for walking in the rain.
In these areas would you suggest wearing rain slickers, or travel with light weight jackets and umbrellas? What’s the local custom?

I hate umbrellas and always travel with a lightweight waterproof jacket/coat.
Do whatever you want, there is no one answer.
I too dislike umbrellas, if there's a downpour I would just buy one along the way. And would suggest wearing layers, you will have some chilly evenings. I take a light weight Uniqlo puffer jacket that packs in a small sack & a rain proof jacket. Others will recommend wool. Waterproof shoes - I wear Moab 2 waterproof Merrill hiking boots.
