How can I apply for the newly required "visa" to European countries? I have read brief articles about the requirement, but they do not direct the reader to the application.

Presumably you are referring to ETIAS
Ain't happening til 2025, at the earliest

You do realize that the visa will not be a requirement of ALL European countries. Just some.
