Does anyone have recommendations on spending a day in Sarande Albania?

Can't provide a direct response to your question. 2.5 years ago I chose to stay in Ksamil rather than Sarande, This put us v close to Butrint which was an easy drive (I had a rental car). My comments can be found in this thread:

Butrint was a nice relaxing site - not crowded at all - probably takes about 2 hours to walk around it unless you are very interested in archeology and need to get into lots of details.
