Emma, the BBC article has a paywall although I get the gist of what it is saying. I can't say that I blame them for pushing to make it an "extraordinary circumstance." It's not really their fault that the fuel shortage is happening.

The pinch in supplies will likely come a bit later in the UK than in some other European countries but it is not immune to the problem.
