I'm just trying to find good advice. TripAdvisor has tour of the louvre. Is this a scam.

Usually Trip Advisor does not, itself, offer tours, but it may be a reseller of a company that does, or it may have reviews of a company that does. I find that it is usually better to book directly with the company. Is there a link to the company website on Trip Advisor?

Viator, a tour reseller, is owned by Trip Advisor and is heavily promoted on the TA site. They do not run the tours, just sell them. There is a tab on the page about the tour which will give you the name of the actual tour operator. You should be able to book direct. Viator takes a big chunk o the price for their cut.
The Louvre also provides its own tours, in English. Book directly on the official Louvre website.

Echoing Pam's good advice: book through the Louvre's own site. While not a scam, Trip Advisor is a 3rd-party clearing house and don't conduct the tours they sell, possibly at an inflated price.
