Hello, We were on a GAS tour this fall. It was wonderful. Many of us have been chatting on FB and would like to upload our photos to share with each other. Does someone have a suggestion of sites they have used and shared photos with their buddies?
Do they charge a fee?

I've used Flikr myself but not much and am definitely not an expert. Others here will give you other sites that they use. A lot of them are free. You might try googling "free photo sharing sites" and comparing them to see if they will do what you need.
Dropbox works really well. It is cloud storage and you can share or send links. Anyone can get a basic amount of storage for free.
In Dropbox can several people add photos? We are looking for a place anyone that was on the tour can add their photos of choice. Also each member could use the photos if they wanted to print or use in an album.

Not everyone in our BOE group was a member of Facebook so we needed another solution. Several of us had DSLR cameras and there were 1000's of photos to share. Due to the amount of storage required for all of these photos, we ended up utilizing Microsoft's OneDrive. I use OneDrive now to backup my personal photos as well as to share heirloom family photos with relatives. Only 15 GB is free for the person who is going to host the share site. It was important to me to share the photos, so I am paying for the extra storage. The charge is per month for the site host, so I believe that you could shut it off and delete the site after a year or so if you want to.
The OneDrive site host can make a folder, share the folder with group members and set the security to Edit (instead of View) so that they can upload their own photos. All share site members need to log in are one of these Microsoft accepted email logins @hotmail.com, @outlook.com, @yahoo.com, or @gmail.com These are all free if there is someone who does not have one of these 4 email account types. Note: I made sub-folders in the shared folder so that those viewing would know whose photo they were looking at. It worked well for our group. I hope that helps.

I don't know of any sites that allow multiple users to download images (although I expect there's probably one somewhere). I'm sure it would be possible for one person to set-up a photo site on SmugMug, Flicker or whatever, and then give each member of the group the access password. However, in order to provide enough capacity for lots of photos, there would probably be a monthly or yearly charge, which one of the group would have to pay.
The most straight forward solution would probably be for each group member to set up their own site and then just provide the link to the other tour members. I've been using SmugMug for several years, and although there's a small yearly charge (currently $40). Their customer service has been exceptional.
I created a photo album of my fave trip pix in Picasa, which I guess Google has semi-retired. Then when people kept bugging me for pictures (they kept looking towards my cellphone because they thought all my pictures would be there), I sent them invites to view the album. It worked very well, you don't need to join or be a member of anything you just open the link.
