We plan on using the Verizon International plan, at least for one of our phones. My question is: If we both download all of the transportation apps or City cards, (Copenhagen Card is one that we are getting for both transportation and attractions) will we be using data when we need to purchase tickets on the go? If we are getting a 24 hour pass, I suppose we could buy it while on Wifi, but would we still be using data to show the ticket? Thank you.

We typically do not have cell service in Europe. I anticipate that in the very near future, that will have to change, but for now, we use wifi at various places, and when we absolutely have to, we pay the $10/24 hour period with Verizon. When I purchase tickets, if there is a QR code, I screen shot it and sometimes email it to myself.

Taking a screen shot is a good idea, along with putting the tickets in your Apple Wallet, which does not require data to access.
