I have a phone number which country code 32. I tried to text but they are not getting it. Is there another number I have to put in front of this number like 00?
Try this: 011 32 plus all the other numerals.

Using +1, the country code of 32 and then the area code minus the trunk code '0', and finally the local number should work. I believe the "+1" is the same as dialing 011.

That means you've set your phone to add the plus automatically. Some phones have various modes that are supposed to make international calls easier, but which I find make things more confusing.
If you haven't set such a mode, the format + - country code - local number works from anywhere. I enter all my numbers in my phone this way; then, I just press Send and the call goes through, no matter where I am or what network I'm on. So, for a North America number I would enter it +1 416 555 1212, and for a Belgian number I would enter it +32 50 223344 (no spaces or dashes).
I also have the "+" added in front of the numbers I'd usually call when in Europe. I'm not sure if it makes a difference when calling a European number, but it doesn't seem to matter.
Now that I looked at it my phone does add the + sign when I look up my own umber. I was adding 001 plus country code and that seemed to work for one number in Holland
