My husband and I generally wander foreign cities together but also want an app for our iPhones we can use to locate one another when we do choose different activities. Is 'Find My Friends' the best option or are there better apps to avoid cell usage?

If both of you are iPhone users....the native apps on the iPhone would be the seamless/simplest way of doing it.
You can use "iMessage" to share your location as an alternative to "Find My Friends".
Both these features will work using both WiFi only or Cellular. You just have to make the necessary configuration on your devices.
