In Paris there is a chain of Internet Cafes with the Sign "@ Internet Café".
One is located about 1.5 blocks straight out of Gare de Lyon train station at 17 rue de Lyon - 75012 Paris. Open from 7AM to Midnight everyday.
I was able to purhase a card and plan for 1 GB data and up to 6 hours of talk time, including the US, for 25€. Proprieter spoke enough English to get the job done and he set up the card for me.
Works fine.
