Old lady not very good at Tec. Went on Google maps and figured out the download part but how do I download a European area before I leave home? Is it possible? Do I need to change settings?

You should be able to download the area/part that you want to access offline.
Here's the link for the instructions/directions. Just be sure to select which platform you're using (e.g. android or iPhone) for the specifics.

it's no different from downloading a US area - just go to the area you wan to download and take it from there.

Yes of course you can download European Maps in US. I would also suggest you to download offline maps. Whenever I visit new places what I do is I download offline Maps of that place.
