Which cell service would offer the best data coverage for Shetland and Orkney?

EE ( everything Everywhere) is likely best answer.
They have the widest coverage of the bug operators.
They also have the contract to provide coverage for the emergency services

I don't know how recent this information is, but according to this website all networks have about the same service - https://checker.ofcom.org.uk/mobile-coverage . Of course, as mentioned above there will certainly be gaps in some areas.
I believe EE has the contract for emergency services coverage, so their network may be more robust. This website may provide some good information - https://www.which.co.uk/reviews/mobile-phone-providers/article/mobile-phone-coverage-map .
