Best place to purchase SIM card in Dublin?

Hi,
Looked at a few of the posts and didn't see this topic. Traveling to Ireland, Scotland and Belgium in a few weeks and would like to try our first European SIM card. Where would you purchase a SIM card in Dublin and will that card work in Scotland and Belgium?
