From what I glean there, it may depend on the local authority and on the individual pub management. Of course, if you're looking to sample Scotch whisky, you could also do it at table in a restaurant. Kids of all ages are allowed in restaurants where alcohol is served with meals.
If you're thinking of doing this in the evenings, then no it won't be allowed.
During the day, if you're having a meal and if it's a more family friendly pub then it's more likely. But ask the staff as you enter to be on the safe side as it depends on the licence of the individual pub.
you will only be allowed your 13 year old in if they are eating in the place and usually only until 8.00pm , some places might be 9.00pm.
There is no chance at all of the child being allowed in a pub after that time and no chance if you just want to sit in a pub with a few drinks.
