I haven't flown in a very long time and certainly not since the TSA set new standards for carryons. When the say that all liquids, creams, gels, have to in a one quart size bag, what category do mascara, lipstick, chapstick etc. fall under? Can those go separately in a purse/backpack or do those fall under the same limitation and have to go in the 3-1-1 bag?

According to the tsa.gov website, mascara (as well as other liquids or gels) needs to go in the 3-1-1 quart sized plastic bag.

I carry my Chapstick outside my 3-1-1 bag, and so far nobody has pitched it out. But be advised that when in doubt, cram it into that 3-1-1 bag before you go through security.
Chapstick and lipstick (not liquid gloss but the tube kind) shouldn't need to be in the 3-1-1 bag. I think the rule of thumb is if you can squeeze or pour it out of its container then it goes, but if it's more solid then it can be out. So the gooey chapstick in the squeeze tube would be in the bag, same for liquid lipstick or gloss tubes, but the typical type wouldn't. I keep all my makeup in its own bag, not the 3-1-1 and never been questioned on it - I do have mascara but no other liquid products, just lipstick, cream blush, and pencils and powders.
Of course you could always run into a picky TSA agent - these things aren't too consistent - but by what I've been told and experienced chapstick and lipstick won't raise any flags.
And if it matters, gel deoderant goes in, harder, white 'solid' goes out.
My make-up goes in my makeup bag including lip gloss, mascara, eye primer etc. Lip Moisturizing stick goes in the outside pocket of my personal item because I apply it once every few hours and it must be accessible. I use this 3-1-1 bag for all liquids:

Liquids and gels in the bag. But, keep in mind if you are traveling overseas TSA rules don't apply. If anything, we found the UK to be stricter, such as insisting my tiny bottle of prescription eye drops go in the bag.

I guess I'm gonna have a lot of "stuff" to cram in that little bag LOL, and hope my checked bag doesn't get lost.
If your checking a bag you can put any size liquid you want in there. The 3-1-1 bag is only for the items you are packing in your carry on bag so need to cram anything. I don't even worry about a 3-1-1 bag when I check in.
