We are slated to do the RS 17 day tour of italy this fall. Do you think i should pack a dinner jacket or other jacket for evening dinners?

No dinner jacket needed at any of the group dinners. Most folks show up in whatever they had on that day.
If you plan to go to a really upscale restaurant, maybe.
No. RS tours are very informal. Most people wear the same clothes to dinner that they wore during the day.
From my observations on 3 RS tours, everyone (especially the men) generally wears the same thing they had on all day; except some women tend to add a scarf or accessory to add something extra. A dinner jacket doesn't really go with the norm you'll find on a RS tour. And absolutely nobody cares what you are wearing. Such is the gift of a RS tour! No pressure!
Not for any RS tour group dinners. Of course what you want to do on your own may be different from the very causal tour group.
My husband had some solid-color dark golf shirts he would wear with a pair of lightweight golf pants for dinners in Europe. The more form-fitting shirts vs. the looser, baggier type are more what you will see on the locals, generally.
