I'm looking at replacing my backpack as a personal item with something closer to a duffel bag. Any recommendations? ( It must have a trolley strap to fit over the handles of my spinner.)

A few years ago I got a Bric’s duffle bag similar to this one while traveling in Sicily. The one I got was being discontinued so it was on sale at a great price. It has a trolley strap and it’s very sturdy. I used it as my personal bag on an easyjet flight on that trip,
Now I use it as my weekend bag which is always packed to go visit my mom 😉

It’s pretty pricey at $250, but it looks like it might meet your needs.
I saw the Nilight Flight but it's too big for airline size requirements.
I just got one of these and have yet to use it, but the price is right and seems to be sturdier than most in that price range: Narwey duffle Ignore the Spirit airlines reference.
Again, too big for most international airline personal item size limits.
Most airlines are 15.7" x 11.8" x 5.9" (the latter measurement sometimes even lower). You could round up to 16 × 12 x 6.
The Narway you reference is 18 x 14 x 8. Even the smaller version is 15.7 x 15 x 6.5.
I've been looking at this bag for awhile and am still trying to decide between this and another bag that is more of a tote. It's a titch longer in the length but under your other measurements, and is flexible enough to be pretty squashable. I love LL Bean bags and have never had one that I did not like.
I wonder if you started looking at totes vs. duffels if you might find something closer to the correct size.

The LLBean bag doesn't have a trolley strap and the other bag is huge.

The width measurement is bigger than I would like but it is the easiest to "squish" if not packed full.
I use a United by Blue travel duffel (I think they have two sizes and mine is the larger one), plus I also bring a day pack.
Take a look at the Lesportsac Deluxe Medium Weekender. At 11.5”x15.5”x7.75” the depth it’s a bit more than 6” but the lightweight nylon fabric is “squish-able” if you don’t overpack it. It has a zip open and closed trolley sleeve. I use this with my Travelpro Maxlite 21” spinner.

FWIW I'm happy with my Europa bag, holds all I need on the plane plus extra underwear in case of delay. Lots of pockets, sturdy, fits onto a roller bag handle, can be carried by hand or shoulder. I wish our host didn't put his name all over his products, but it obviously works for his business, so who am I to complain?

Frank II, you might look at the Travelon Anti-Theft Metro Carryall Tote. The dimensions are 15 x 11 x 4 and comes with a detachable cross body strap. It weighs about 1.5 pounds and in my opinion, looks like a unisex bag. And, it has a trolley strap. I am returning a grey one I got on Amazon Prime day with a black one I ordered yesterday.

I doubt you are interested in a lady’s bag - but Vera Bradley has a Miller Tote. RedOxx has the PUP and the MUTT - for a unisex/masculine tote. Amazon has cheap Wandf bags.
