Carry On for Travel Within Europe

I’m on what seems to be an endless and fruitless search for carry-on luggage for my husband and myself. I want to find the largest bag that I can use when traveling/flying throughout Europe. I try to search by “international” but it never seems to give me the results I’m looking for.

We have a couple carry-ons with spinners that work for flying to/from Europe and the US. But we’re going to be taking a trip that will include some flights between cities in Europe. Everything I’ve read seems to come up with dimensions around 21.6 x 15.75 x 9 and max 15# (Swiss Air) or 21.6 x 13.77 x 9.84 and 17# max (Alitalia). Most luggage companies don’t include the overall dimensions on their websites and I’m sure the above measurements would need to include the wheels. I know spinners tend to take more room than inline wheels. So I’d be willing to sacrifice the spinners to find a bag that will fall within these dimensions. We will also each have a “personal” bag (i.e., backpack).

Can anyone recommend a brand or what I should look for that doesn’t cost an arm and a leg? Anyone with something they’ve purchased that has worked well for this purpose?
