Please correct me if I am wrong, but I see from the Museumpass website that it is OK for Anne Frank House, and they sell it there. On the Anne Frank Website they accept the pass at a reduced rate.
Can I buy the pass when I get there and use it to pay for the previosly ordered ticket at the reduced rate?

The MuseumKaart is for local Dutch residents primarily, and if you bought one it would only be good for 5 museums total (as you would not have the required local residence to register the card to be fully active). I don't know for certain, but I highly doubt you can get a refund on your previously ordered ticket, given the popularity of the museum and the necessity of reserving your ticket in advance.
