I've read that Venice plans to "regulate" the use of wheeled suitcases starting next year. So far CNN reported tourists would be fined but now the city says it is looking at regulating their use. Has anyone had any problem in Venice because they had wheeled suitcases?
I think the end result to that was that the Venice City folks said they had been misinterpreted and were just going to ban some wheeled carts. Long discussion here:
From postings here and reference to some European newspaper, it is a bit overblown. I don't think there will be an near future problems with wheeled luggage. Of all European cities, Venice is the least friendly via terrain for wheeled luggage so be prepared to carry your luggage a lot.

On the other hand, to stick with the canals of Venice theme, they could encourage suitcases that floated on water -- especially handy during times of Aqua Alta!

As the others have mentioned, the proposed "ban" on wheelie bags resulted from a misinterpretation of information, and I doubt that will happen. However you'll still have to be prepared to "bump & clunk" your wheelie bag over rough streets and up and down the stairs on the numerous bridges over the canals. European streets are one reason I prefer a Backpack.
