There is no Lyft in Italy and Uber (Black version) works only in Rome and Milan.
Alba is so Small they'll have 10 metered cabs and 5 licensed limo drivers (called NCC in Italy). I bet they are all cousins...

And unless you have mobility issues, you can walk just about everywhere in Florence. Its walkability is one of the things I love abour Florence. We do take a taxi from the train station to our hotel so we aren't wandering around trying to find our hotel with luggage.
Without your own car or pre-arranged tours, I would unfortunately reconsider staying in Alba, as you'd miss a lot of what the region has to offer.
You need a car in the Piemonte.
Er, Alba was previously recommended to the OP as a good Piedmont base for a couple of nights without a car.

As Dario said, though, Alba is too small to need public transport just to go to dinner, although you might need a driver for exploring wineries. With only one full day to work with, it's not like your have a of time to work with so.... What might work best depends on what you want to do?
I've not yet done Bologna but we stayed 5 nights in Florence and didn't take public or other transport even once to get to attractions, dinner, etc. It was a great city to get around on foot. Depending on the location of your accommodations and amount of luggage you have, you might want a cab to get there from the train station.
