I am currently booked to leave Rome to Venice via Italo 0950 train. I knoe there are national train strike on Sept 7-8th. I was wondering if the Italo trains are also impacted by this strike? Or should I just book a trenitalia guaranteed train?

Because the strike runs from 9:18 PM on the 7th to 9:17 PM on the 8th. A 9:50 AM Italo train on the 7th leaves before the strike begins, but if you take the 9:50 AM train on the 8th, it falls squarely inside the strike.
If you leave on the 8th, you still have a way out, service resumes after 9:17 PM on the 8th. So the 8th isn't lost, from that time on, trains begin running regularly.
On the Ministry of Transport's official website regarding strikes, the link to which is below, two out of five announcements also concern Italo. CUB Trasporti/SGB and CAT write "staff of companies that carry out railway activities," not "Trenitalia." This formula covers all railway companies, including NTV (Nuovo Trasporto Viaggiatori), which owns Italo.
One, however, concerns Trenitalia only: the PdM/PdB National Assembly writes "engine and on-board staff of the Ferrovie dello Stato Italiane Group." Italo is not part of the FS Group, so it is not affected here.
And two are regional trains from Piedmont and Trentino, making them irrelevant for the Rome-Venice route.
So the answer is: yes, Italo can be involved. Changing to Trenitalia doesn't protect you from a strike.
With Trenitalia, however, you can check in advance whether your train is guaranteed. Tables A and B are permanent and available today.
