mobile wifi-part 2

i plan on carrying a cheap gsm phone for the occasional phonecalls, but I was hoping to be able to use a wi-fi only Samsung tab tablet for mapping and accessing websites and an EVERNOTE app for checking my notes etc.

Is it possible to use wifi only without suffering drop offs while walking, on trains and moving from place to place.

Would I need a hotspot, and is there even any one available for this purpose.

You can rent a mobile hotspots online or get it from US phone companies. Yes, you'd need one for continuous Wi-Fi service. Many trains don't have Wi-Fi and many cafes, hotels, and other locations require you to get the password from them, even if free.
