We are leaving for Italy on May 9. Is it still necessary to complete an EU Passenger Locator Form before boarding our plane? If so, how far ahead should it be done?
We are flying to Italy with Air France with a layover in Paris. Will this affect the need for the form?

Yes indeed. Required as of today, per my airline (Delta.) Have some caffeine in advance - it's a good exercise in patience. But it sounds like check in will be faster since you get a QR code.
The instructions state that you need to fill out the form when landing by air. I guess if you are on a 14 day BOE tour, you would only need a completed form to enter Italy and not for France since the arrival is by bus. Does anyone read this differently?
Italy changed its requirement as of yesterday May 1. A passenger locator form is no longer required.

Airlines might not all be caught up. We fly on Swiss tomorrow to Italy and they are still asking for it so we'll go ahead and do it just in case.
I checked the Delta website and it was still on there as of yesterday. I’m taking mine unless they omit it.
I just called United today and they said it was no longer needed.
