EU Passenger Locator Form (PLF)

When can/should you complete the Passenger Locator Form? In speaking with a Rick Steves' representative, they indicated it should be filled out sometime between 48 and 72 hours prior to traveling. However, I've seen several posts where individuals, weeks out from their tour, are trying to resolve problems with completing the PFL. From what I've seen on the EUPLF site, it just has to be completed prior to departure, though we'd like to get everything we can out of the way way ahead of time.

I tried several times to complete the form within the 48 hours before leaving home two days ago and received several messages stating either that it was confirmed or it wasn’t. At the airport I was told by United that it wasn’t complete and that I would have to go to my connecting airline (Lufthansa) for their assistance before my final flight to Italy. After standing in line for one hour waiting for Lufthansa’s customer service in Germany, I was then told that there was no such requirement. The rep said that she had never heard of the form. So that was that. Here I am in Italy and I don’t think anyone cares.

Sorry I was venting my frustration and didn’t give much of an answer to your question. United clearly stated that the form is to be completed within 48 hours of departure. Hopefully you will find it to be an easier process than I did. And the whole purpose of it which apparently is to track you in case you have been exposed to Covid just seems obsolete at this point. I flew to Rome from Atlanta (on Delta) in early February. Seems like ancient history now! Things have changed a bit as one no longer needs the COVID test within 24 hours of arrival.

I filled out my form, online, as soon as I got my seat number from Delta - this was probably a week before travelling. Printed a copy and had the QR code on my phone. I showed it (a paper copy as the COVID test result was also a paper copy) to the airline agent along with my passport. I did NOT upload things to their website as I went from the COVID testing facility directly to the airport. They handed me my boarding pass and off I went.

The CDC vaccine card was NOT required at that time, but I think I showed it to the agent anyway.

It seemed very, very complicated to figure all this out and it was a time of anxiety for me.

We just flew to Italy from Washington, DC this past Wednesday evening (April 20). We completed our PLF forms about two weeks prior to departure and got our QR codes. The United Ready to Travel center on the app was beyond frustrating so it took us a couple of days pre-departure to our upload passport (this was a lesson in patience), vaccine info, and PLF uploaded and have it confirmed by United. We got the green checks from United, got mobile boarding passes, and had a very pleasant flight first to Frankfurt and then to Milan.

We filled out the PLF a couple days ago and American Airlines verfly yesterday. We are leaving on May 3. Nobody told me that these forms have to be filled out between 48 and 72 hour of flying. Does this mean on May 3 our forms will not be accepted?

You can fill them out anytime. We leave 5/10 and we all have it filled out and printed. The form asks for your departure date. Just remember, your departure city is not necessarily where you are starting from, it’s where you actually leave the U.S. My depart city is JFK, but we start in Indiana.

It can be completed at any time prior to departure and can be amended if necessary prior to departure if your flights change for example.

Any talk of them dropping this requirement at some point, what with all the other requirements they are starting to drop? I'm going to Italy end of May and haven't filled out the form yet. I was wondering if it will even be need by that time.

We filled EuPlf out a week ago. Within the 24 hr.online check-in time, British Airways required us to upload proof so we could print our boarding passes. Then they issued new passes at the airport. Flying from Rome to Palermo today, ITA required us to fill in their Sicily form online and then we were able to print our boarding passes that said we were vaccine approved. Other people were showing their phones, but showing our boarding pass got us through. We had already filled in the Sicily form at home, so I don’t know if ITA had access to that info., but here we are in Sicily.

Please remember that if you fill them out early and your flights change, you will have to renter the changes and get a new code. So there’s no point in jumping the gun and doing it months in advance. I would wait until you are two weeks out from your trip.

Thanks, everyone, for your responses. We’re less than 2 weeks out and will go ahead and try to fill out the form. We still have a couple of questions. First, if you fly from the US to Amsterdam and onto Italy, what flight do you use? I’ve seen several posts saying to use the US departure flight, while others have suggested using the flight going into your final destination. Second, our return flight goes from Italy to Paris. Do we have to fill out a second EUPLF, this time for France?
