I do recall a news article a couple of weeks ago that said passengers on a specific flight were waiting 3 hours due to significant technical issues and lack of staff, and large portion of the flight wound up unable to board. That was just after the rollout, and it's an extreme scenario. I would not budget for a 3 hour delay.
Some people I know who have travelled to Italy/Spain/France from the UK after the end of April said it did take them longer since the scanner often doesn't work perfectly the first time, and it was a little more confusing. I've heard it generally said to allow an extra 30-60 minutes, just to be safe, but most of the delays I've heard were more like 15-30 minutes, again only if there are technical problems and queueing confusion.
10 minutes to 90 minutes. There is no predicting. I was through in 10 minutes. Others coming through on the same day spent 90 minutes. Just be ready for anything.
