These are pretty recent. https://community.ricksteves.com/travel-forum/italy/ees-update-for-fco-4-16
We just arrived in Naples this morning. Luckily we were the only flight. The line moved quickly but there was some delay and confusion after the first kiosk.
At the first kiosk you put your passport on the scanner, then it takes a picture of your face, then you put your right hand on another scanner, then you answer some basic questions (nothing about health insurance), then it either gives you a green check or a red circle with a line through it. Green check goes to egate, red circle goes to manual line.
Here’s where it got backed up. At the egate you scan your passport again and a clear gate opens, then you have to scan your right hand again for the second clear gate to open. Many people, mostly seniors, the hand scanner wasn’t picking up their prints. One woman tried the process 3x before they sent her to the manual line. I don’t know if it was because their prints are very faint/faded or they didn’t press down hard enough. There were only 3 egates so It was causing a backup.
After going through you still had to had to have your passport stamped.
My husband has an EU passport and just walked to the egate, scanned his passport, no fingerprints and waited for me by the baggage carousel, which was steps from the egates. No stamp.
