Having been on the coast a couple times, I always wondered what type of person would think it a good idea to drive on that road.

Maybe the unknowing, probably the "I always drive everywhere" traveler, or maybe the thrill seeker that adds it to the list like a badge, hoping to drive some of the Death Highways in South America some day.

They probably did not go far enough, why allow any non-resident traffic? Put a size limit on buses (Do they really need to be so large? Maybe more, smaller, electric buses?) Increase the frequency of ferries, Van shares, etc.

Oh well, it's up to the locals to figure that out. I only help by choosing not to drive. Though on my trip last year, I was disappointed, we took the bus from Sorrento to Amalfi, even chose our seat to get the view...only to see that they plastered a large advertisement over the side of the bus and windows (the type that has little holes to allow some light through, but not a view out) All I could think was "WHY?" certainly they are aware people want to see the view, just seemed a really tone deaf move by some bureaucrat.

Was it a local or a tourist bus? If it is a local bus, the advertisement is there to help subsidize the relatively low fares.
