I am flying out of DC to Rome for 2 weeks in various Italian locations. The trip is set for July 3rd through July 18th. What are the chances Italy is going to allow my fully vaccinated party into the country unless I rebook on a covid free flight?

Your dates are still a month away and could change. I’m traveling to France and Switzerland in July and find that the best information is on the US Embassy site for the country I’ll be traveling to.
I think that the Green Passport is supposed to be implemented by mid June. You should be good, but as have others have said things are changing daily.

So far, a vaccination means nothing for Italy, none of the entry requirements even discuss it.
Currently, the only way in for US travelers is via the approved Covid flights, they are looking, or have, expanded to Naples and Venice, from just Milan and Rome. The US did move from List E to List D, meaning entry is easier.
Your flight may be OK, but is it direct from the US to Italy? or do you have a stop in between? If Direct, then the Airline is at least hoping that it will be fine, but as I found out, if it gets close, and does not work, they will cancel it. If you have connecting flights, then you may want to look at rebooking at least to a direct flight, or do the Covid flight.

It is regularly updated and is an Italian Government site. Be careful with it, the site will say something and then refer you to a link, which leads to another link, and the "government speak" can get a bit tedious; but the information is there.

I think that the Green Passport is supposed to be implemented by mid June.
I have not seen an update on where member countries are at with their green passport (There is no EU Green Passport, each Country is implementing their own, the EU only agreed on a format); but I saw no provision for US Citizens to get a Green Passport, unless the US Govt. creates something in the same format. Spoiler: Not Happening anytime soon.
