There isn't any 'best' that works for everyone. It can depend on level of interest, budget, ages and abilities of the persons traveling. etc. The most economical tours are through the official website, and I know you were given that link in a previous thread. It also makes a difference if you want a tour which includes the Forum and Palatine: the official website doesn't offer one of those so you'll need a outside company.
You might browse the forum posts from the last 6 months regarding tours; disregarding any before April when the ticketing vendor changed and availability became tighter for independent companies as well, especially when it comes to the underground.
