Does anyone know of a 3-5 star hotel that could book 25 or more rooms for a family reunion in June 2023?

The Hilton Garden Inn is a good choice as they have multiple groups.
In case you didn't know, you should do this through the hotel's sales department and not reservations. You will get a better deal.
Jury's Christchurch could also handle this although be aware they are not air conditioned.

Air conditioning will have to be considered with a big group. I wonder if they have fans....Thank you!

You will find that many hotels in Dublin are not air conditioned. (The Hilton Garden inn is.) If you need fans, make arrangements for those when you book the rooms.
How many nights will you be staying?
For that many rooms, don't wait too much longer. Hotel occupancy rates this past summer in Dublin were high and they expect that next summer as well. June is summer season.
