We are starting in Ireland and renting a car and plan to take car to UK via ferry, looking like only Hertz & Enterprise will allow this, with certain fees or warnings. Is this what others have found. Best site to find price?

This is probably going to be a very, very expensive proposition - at best.
In most cases, renting a car in one country and dropping it off in a different country will incur a stunningly large fee. You need to check that carefully to see if it's worth it to you.
With all the Brexit chaos currently swirling around, it might get even more complicated and more expensive soon - probably impossible to know exactly right now.
I think you will find life simpler, less expensive and better overall if you just drop off the car in Ireland before you get on that ferry, then rent another one after you step off on the UK side and drive that one away. That's what I'd plan to do.

I'd do that too, plus you'll pay less for the ferry crossing as foot passengers than you would taking a car across.
