I wouldn't wear long underwear in Paris in April. Often in April temperatures are way to warm in Paris for that type of garment, especially around midday. Just before going check the weather forecast and see what they expect for the time you are there, but in my experience in Paris in April, it's generally not cold during the day.

We have been very cold in Paris in April but no need for long underwear. The only time I packed long underwear was for a trip above the Arctic Circle.
I always pack silk long underwear as a lightweight layer, unless I'm going to Italy or Greece in the summer. it takes up very little space in my carryon.
I found lightweight long underwear under 97% nylon (water-shedding but not waterproof) slacks helpful on chilly wet days in northern Andalucia in April and in Scotland in July. The combination kept me from getting totally soaked to the skin, which I find miserable on cool days. I would absolutely take something like that on a trip to Paris in April. In fact, I will be taking long johns on a trip that begins in Rome on April 21.

To me Paris does not have extreme enough weather wise to warrant clothing extremes and 'what if's'.
I would consider long underwear in April as a 'what if'. But I guess if my bag was large and someone else was dealing with moving it, then sure why not pack for ever possible eventuality.
I'd be more likely to be concerned it being warm and humid and dressing for that.
I spent 10 days in Paris in April 2019. I wore long sleeved shirts or sweaters with a lined raincoat and was comfortable except for one chilly damp day but even then I would've been overheated inside if I'd been wearing long underwear.

I've been to Paris a bunch of times in April, and never wished I'd brought long underwear.
When I was in Paris in late Apr it rained a lot. I did not wear long underwear but did wear a long-lined raincoat that kept me warm. However, a friend I was traveling with wore a short unlined raincoat and was cold. As others have suggested silk long underwear is the way to go if you decide to take it.
