I will be flying with these 2 companies thru Europe and their carry-on luggage size shouldn't be larger than 115cm (45in) but besides this they retrict the length of the lugagge which is 55cm=22 1/2 in. My backapck is about 23-24 in long, but is within their 45in limit. Do they measure the bags? Do you think my backpack will be small enough to carry it on?

I haven't flown either one, but I will say that generally discount airlines like Ryan Air are tough on carry-on rules, partly because they make a lot of their income through fees like checked bag fees.
The real question is, how big a problem would it be if you had to check the bag? If it would be a real issue for you, then don't take the chance. If it would be only a minor inconvenience, then roll the dice. If you decide to give it a try, make sure you have a back-up carry-on piece for the must-haves--medicine, jewelry, electronics, etc. that you absolutely should not check.

Most of the carriers have a sort of cage or slot that is the max size of the carry on allowance. If it fits in the space, it's good to go for carry on if it also hits the weight restriction.
Can you use a strap or two to cinch it down to the correct size?
Most of the budget carriers are very picky. Perhaps someone with actual experience will pipe up.

The backpack has a hard platic tray inside, so that's soemthing I can adjust with a strap, but it's a bit smaller then the rest of the backpack, so with the starp it might get down the the correct size.Removing the tray would be another solution, but it would be harder to carry the backpack around, I think.
I am trying to avoid the cost of checked-in luggage, but at the same time I would like to take a larger backpack , just in case I need room for gifts.
