You can use it in Europe with a Verizon roaming plan, if you pay the $10 per day. This will let you share your phone's data with tablet laptops Etc.

But it sounds like that isn't. what you want. You don't need your phone's hotspot to use it for free on Wi-Fi, at the hotel at a restaurant, at the airport, Etc.
