Sicily is a great place to visit espec in winter. I was there last yr, wonderful place to visit. There are many guided tours avail for the island.
In winter, you have two basic choices - stay south or embrace the cold.
Embracing the cold probably means taking a ski vacation in the Alps (or Pyrenees).
Staying south means southern Spain, Italy, Greece, Malta, Turkey.
Most of the coastal areas are rainy, windy and cold - but not freezing or icy. Short winter days , however, seem even shorter when the clouds are heavy.
I was in Barcelona/Catalunya end of December/beginning of January. It was sunny most of the time and I would say the average temp was high 50s. The area ticks all your boxes if you don't need it to be tropical warm. We thought high 50s was perfect for sight seeing and all the walking around. I think all of Spain except the Basque area and west of there on the coast, would make for a nice trip that time of year.
Consider Australia, NZ or Argentina and Chile.
Consider somewhere with a fun celebration of Carnival/Mardi Gras, wrapping up on March 5 in 2019. In Europe, that includes Cologne, Basel, Venice, Ivrea, Nice, Corfu, and Tenerife, among others.
I would not recommend Australia in January-February when it is usually brutally hot. New Zealand is more temperate.
Southeast Asia (Vietnam, Thailand, Cambodia etc) are best then, during the "dry" season, when it doesn't rain. Expect summer temperatures - high 20's to mid 30's.
And of course my own little country - Israel. January-March is a great time to visit, lots of sun and mild temps, mostly high teens to low 20's. For a longer trip, you could add on Jordan and/or Egypt - or just hop on a short flight from a European city.
In Europe, I've been to both Spain an Italy in February/March. Great places to visit in winter.
I'll recommend Uruguay. You have some taste of Hispanic culture, some European, a prosperous country at peace with itself and it's neighbors. Beautiful country and interesting archeology.

No, we want to definitely get away from the cold.
My husband was thinking Australia, but no do not want really hot as that limits travel. I was looking at Aus and NZ for things to do and see but figure a cruise would be the best as they can take you to different places. Otherwise everything is so far apart and the country doesn't have a lot of history that I could find. We have never been on a cruise.
I would like to do the mediterranean, ie : Italy, Croatia, Greece, Turkey, Jordan, Egypt etc but some sites say these places aren't as safe as they once were. Would a cruise work? And when would be good time to go?
We did go to England to see husband's family and rented and drove all over but found the best way to get to know where you are going and what to see is do a tour first.
I really want to eventually go to Netherlands, Belgium, Germany, Italy, Corsica, Croatia area and Greece but am not sure Jan to Mar are good times. I cannot seem to find any tours in Jan or Feb for those areas.
We are both healthy but are seniors. I am risk averse until I know something about a place and know my boundaries.
The big thing is our son and wife are coming home and will take care of the farm for those three months so we are free!
Cambodia and Vietnam. We did this trip in April. It was too hot then but January and February would be great. Plenty of history and culture.
I don't question the safety of Greece, etc. except Egypt. The last time I checked, the US State Dept was still warning about attacks there on women.
