A "converter" is a device that changes the 230 VAC European power to 120 VAC that we use over here. Most modern computer power supplies can accept the 230 VAC in Europe. Look at the power supply. If it says something like input: "120-240 VAC, 50-60 Hz" you are ok with just an "adapter", a device that has twin pins and plugs into the European receptacle and accepts a two blade American plug.

you may or may not want a surge protector as well. check out voltagevalet.com. They have a surge protector for use in europe, as well as the adapter plugs previously mentioned.

Just as the US has gone to a grounded 3 prong plug, so is Europe. I would consider two adapters, one older two prong style, just in case; and then a grounded three prong which, though not absolutely required, would be a little safer for your laptop.
