We are going to be in London and Paris in April. We plan on going to some fancy restaurants and bistros for dinner. Will we need to bring sports jackets and nice dresses or will a nice sweater and a nice dress/pants work? I was just planning on bringing one waterproof jacket unless I need to pack a different one.

Some of the most upmarket UK restaurants still have a dress code whereby gentlemen are required to wear a jacket and necktie. It's a little less formal for ladies. Check when you make your reservations.
For most restaurants 'smart/casual' is perfectly in order.

An easy way to help so as not to over pack is to bring a few scarves that you can wear - they tend to dress you up even if you have a sweater and pants on. Better yet - go scarf shopping here in Paris - it is a favorite past-time and makes a great souvenir.
Like London, there are restaurants in Paris that will require jacket and tie.
