In September my wife and I have 18 days for travel to western Europe. 5 of which will be spent in Capri for a wedding. We have vacationed in Italy several times and want to try somewhere else. You couldn't go wrong in Paris, one of the world's great cities.
The closest airport to Capri is Naples, so I'd start by looking at destinations with nonstop flights from Naples. Looking quickly, I don't see any Portuguese airports, but do see several in Spain and France.
For an anniversary trip, splurge. Use a travel agent, sit back, enjoy.

Maybe you could start in the south of France (fly to Avignon) Get a car and travel in Provence for a few days visiting small villages, etc. Return the car to Avignon and take the fast train to Paris to end your trip and fly home from there. The possibilities are endless... a trip through the south of Spain and possibly a few days in Morocco would also be a wonderful trip. I have been to all the places a number of times... Portugal only once, but did not have time to do it justice, but what I saw was great... only the southern coastal area, but I still prefer Spain and France.
You could consider spending some time in Nice and southern France, and then taking the TGV to Paris for a few days prior to the flight home. There are LOTS of possibilities.
