What is the typical weather like in these 2 cities in March? I am trying to determine what type of footwear will be most appropriate.

I think you can assume that weather in northern Europe in March will be similar to what you experience in Cleveland (if that is Ohio).

March weather in London can be anything from cold and wet to warm and sunny.
English weather is impossible to predict ( and our favourite topic of conversation ).
Take at least one pair of 'all weather' footwear. My wife recommends a pair of black fashion boots with a one inch heal.
