Wearable technology for kids

Hello,
We are going to Spain, France and Portugal in June and I would like to get my 9 year old son some kind of wearable technology that could make phone call an can be tracked in the off chance he gets separated from us. We do not want to get him a cell phone yet. He had a Fitbit ace that had a cell plan for $10/month but I just found out it cannot go internationally. Any suggestions would be appreciated.

My cousin has younger kids and also use airtags in busy places like the beach and concerts.

I know some Apple watches can make phone calls but not sure if they need to be tied to a specific phone and how it is use abroad.

I like the idea of airtag as well as some infocard your child can carry with your phone numbers, emails, etc.

I have traveled abroad with my kid for years (she is 13 now). Our rule is if you get lost, don't go wonder around. Stay within same area you last saw us. Then we backtrack our steps if we noticed she was left behind.

You are sort of stuck between two things. Something like an Airtag will give you location, but no communication, and would require no data/call plan

A smart watch would be able to make/receive calls, share location, and some other functions, but would need to be cellular enabled, and you would need a data/calling plan for it.

Through our T-Mobile account, we got our grandson at watch called Kid Sync. It has a game, step counter and calculator. It has phone and text capacity with parental controls. It has location info directly to parents phones. You can also set a school schedule so that it cannot be used during school. And other features that I can’t remember. Our T-Mobile has a good international plan included so it may work in Europe. The plan for the watch is also $10/mo.
