A lot of the European carriers really mean it when they say one carry-on. If they state that on their website, I would take it seriously to mean one bag only. They will usually make you put even a small purse inside your "carry on" bag. If it doesn't fit, you are subject to a hefty fee to check one of the bags. I wouldn't risk it since they often make their money from those nickel-and-dime fees when they have cheap base fares.
