US citizen going to Scotland for 3 months. then I would like to go to France to visit sister for 90 days. Do I need a visa to enter France since I will be flying from Scotland? Also does the visitor "clock" start ticking (on France's 90 days) when I land in Scotland?

The clock starts when you enter the Schengen zone (France). But make sure it is only 90 calendar days, including the day of arrival and day of departure.
So Scotland is totally separate? I can be in Scotland for 3 months (well below their 6 month allowance) and then enter France, no problem?

This, of course, assumes you are a US citizen. Also, I would leave on the 89th day. Last year a father reported his daughter was fined 500E for leaving on the 91st day. She thought she could stay three months.
