What's budget mean? A hundred bucks goes a long way, sixty is pretty good, two-fifty is over the top.

The Royal. About six blocks north of the river on everwhat the street becomes after it crosses the Ong Lanh bridge. Double the price and you can stay at the Continental which was once locally famous.

We stayed at Tan Hoang Long Hotel in January! The location is great - right in the city center. Very reasonably-priced. We found it on Booking.com. Checked current prices and found $45 - that's about what we paid - it includes a decent breakfast.
If you check a vegetation map of Vietnam, there isn't that much jungle; hence B&Bs might present a problem.
