Just thought I'd pass this along in case it helps others. I have a Verizon cell phone which I know will not work in Europe. So I called them to inquire about their global loaner program. They confirmed they do have such a program, but when I told them I'd be in Europe for 7 weeks, they said 30 days is the longest they'll loan me a Europe-capable phone. I've always believed you win by knowing what NOT to do, so this is a win for me, sorta. I now know I have to explore other options, and I will. Your mileage may vary, so do your own due diligence, but I hope this helps.
