VAT - claiming from a non-participating merchant

Hi All, I have made purchases in the EU before and successfully claimed the VAT at the airport upon leaving. This is easy when the merchant is familiar with the process of supplying the additional receipt and forms. My question: what if the merchant is not familiar with the process and doesn't have the forms? Has anyone had the experience and managed to claim the VAT without the merchants participation? Thanks in advance!

A merchant's participation in taking off the VAT and providing the paperwork necessary is purely up to the merchant. They have every right not to participate.
