Using Handicapped Parking Placards in Great Britian & Ireland

I will be renting a car in London and driving through Great Britain & Ireland with my 85 year old mother. She has respiratory issues and can not walk a lot. Has anybody used a handicapped parking placard in G.B. and Ireland. Do you know the rules. Do I have to contact any agency?

I would contact the rental company (direct) and inquire about the disable plaque.
