I know some countries, eg EU, issue handicap placards. Are US (blue-H) handicap placards honored also? How about parking in time limited spaces?

Varies by country. Some allow them just to be used, some require a temporary permit to be issued from the local traffic authority, some don't accept them at all. The same situation as for Europeans visiting the USA in fact where it varies state by state.
